What is included in the new rates? The funding rates include a 1.95% adjustment to reflect changes in non-teacher costs. This increase is in line with increases to school and tertiary education funding. Some funding rates also include funding set aside in previous Budgets for increasing teacher costs.
When will I receive these new funding rates? The funding rates are effective from 1 July 2009 and will be paid to services in the 1 November 2009 payment.
Why does my service type get less than other types of service? Funding rates recognise the different costs of provision by different service types. Services that employ higher proportions of registered teachers face higher costs.
Has the Ministry removed the 4% additional funding that was provided by mistake in 2008? No. Funding has not been reduced because Government recognises that services may have already included this money in their budgets.
Do the new 2009 rates include recent settlements from the Kindergarten Teachers Collective Agreement? Yes.
Are these new 2009 rates accurate? Yes. The Ministry has thoroughly reviewed the processes followed to determine these funding rates.
What are the changes to 20 Hours ECE?From July 2010, Playcentres, all Kōhanga reo and 5 year olds will be eligible for 20 Hours ECE. From July 2011 the six-hour funding limit per day will no longer apply to 20 Hours ECE.
What are ECE funding rates?The ECE funding rates for licensed services are subsidies that reflect teaching salary costs and four components of operating costs (operating, capital, property operating and non-teaching staff costs).
